This is Muffle's first humanoid form, exactly as Blur Fred taught it to him. Him? Her?? Whatever. Muffle uses this form when s/he wants something, but doesn't want to pay for it. Muffle blinks at the nearest young male humanoid, asks him to buy something (usually fish, sometimes liquor) for him/her, then leaves once s/he gets what s/he wants.

Before learning this form, Muffle would take the form of a puppy and beg for things.

This is one of the things that upsets Tananda the most. Not the gender-bending, but the begging. Muffle can well afford to buy all the fish and/or booze in a large city without making a dent in his/her hoard.
